the supremacy of law thing applies now anyway so taht isn't new. The foreign thing clearly states it hopes for progress which MAY lead to a common defence policy (they'd never have got anything else past teh national governments). The tax bit only relates to indirect taxes and is part of creating the single market (either you want a single market or don't - you can't pick and choose - and VAT harmonisation exissts to a degree anyway). It doesn't cover direct taxes such as income tax (specifically excluded at Britain's demand) so countries can still raise as much or as little tax as they like by varying their direct taxes.
So I don't see anything there as a major development.
