I understood the foreign minister

would represent the EU where there was an agreed position (which there is on most things, though as we know not all!). Its simple a single voice for simplicity (rather than one national leader speaking for everyone or everyone saying the same thing at once). Don't believe he would have much power. Hasn't been mentioned much in Dutch/French discussions for instance and I doubt it represents a major change in practical terms.
