i would do this
no benefits/house etc if you were not born here and havent paid in for 3 years or more from tax/NI on a job. If you have has a job and paid in fair enough the safety net kicks in if you lose it.

Remove daft schemes that get rinsed like motability or at least scrutinise it. My ex mother in law was driving around in a Discovery sport on motability and she had nothing wrong with her.
Give incentives to employers to emply young people aged 18-23 and help fund degree apprenticeships.
Put £5000 per child born into a government stocks and shares isa accessible at 21, but put in place the 2 child benefit cap. Cost neutral as its £3bn spent £3bn saved roughly but gives all children a nice pot at 21.
Remove VAT on school fees, its proved to be a farce costing more than it is bringing in, keep the business rates imposed on them though.
Open up the North sea oil and gas fields and become more fuel self sufficient
Decrease corp tax to match Ireland if you are based in my new special enterprise zones. these Zones would be in places like Norfolk on the Research park or up North.
Allow GM crops to be grown commerically to improve environmental farm practice as it reduces spray requirements and fert requirements. it would decrase cost of production, decrease cost of food and help us compete on world market.
All Factories compulsory to have Solar on roof
Increase the personal allowance to £15k and put this up each year by inflation.
Place a 10% tax on all seats taken at Portman Road
