Trouble social housing like owned is transient - my first neighbour to my left

Was a single mum with a young daughter and you couldn't wish for a better neighbour but she moved cause family joined on didn't work and played loud music till the early hours. Ironic thing is the couple who moved in after her are more lairy then her neighbours. Do a 'drive by' and look at the gardens sometimes gives an incite.
