If only it were, but I don't think so. The only reason that the Tories have offered a referendum on AV is that they know that the Mail, Express, Telegraph, Times and Sky News will spend every waking hour before the referendum nailing it into the heads of anyone who'll listen that any form of electoral reform heralds the coming of Satan and that it must be resisted most forcefully.
