Becuase at the time we did get him on loan, we'd have had a board in flux, making it unlikely GR would ahve had the cash to go and get him on loan in the first place.
In fact, as this was offered in OCT and gr was appointed at the end of OCT, he might not even have been here in september to get him on loan.

PG resigned on, what, 11th October or so? If we are talking with Cullum then, who appoints his replacement? Does Duffy stay till its all sown up? Taking us into September, and even more adrift?
ITs not as simple as putting a cheque in the bank.

You are taking what did happen and adding Cullum to it, had Cullum come in then, the events from October onwards would have been totally different.
