I don't agree.

Clubs all have access to the same markets of players and staff to run clubs.

It's very easy to quantify if a club overall is over or under performing.

As an example when Lambert did the back to back promotions it's assumed it was some amazing achievement yet in both seasons we had one of the biggest net spends in both divisions.
