Of course there isn't perfect correlation between budget and performance in the short term, but that's exactly Knapper's point; we need to get more out of our budget than we should because we won't have one of the three biggest budgets in the league.

By getting promoted, our budget is then bigger and what we define as over achievement changes with it, i.e. mean performance is not the same with parachute payments as it is without.

What's the alternative to Knapper's strategy of out performing our resources? Hope everyone else is s**t and we get promoted by default? Now that really would be a daft strategy.
