UK order placed in July and it sounds like AZ started making vaccine in the UK around then. 15 million doses ready when MHRA approved.

EU placed order in November. I don't see how they put money into the UK factories that were already making vaccine.

I think it is more along the lines of AZ outsourcing manufacture locally in response to vaccine orders. When the EU placed the order with AZ, AZ outsourced production to Novasep and aided them in getting the process up and running.

There is no way AZ would guarantee x doses on x date - they would say they will do their best to supply x doses by x date subject to best endeavour aspects OG pointed out.

They would also not take vaccine from one outsourced location to make up for deficiencies in others until that location had free capacity after delivering the vaccines stipulated in the outsourcing contract.
