it's a balance worz, cyclists largely commute to work in the case of Norwich. Motorists commute both to work and to shop. Simplistic argument I know but to keep the city vibrant a balance should be struck. There is a massive imbalance of people that commute in to Norwich against those that commute out of it for work. It's all about balance. The commute figures of influx/outflux to/from Norwich are staggering. Ban all cars and the retail sector will wither.
