it's a lose-lose situation

the terrorists win by getting a major city locked-down. But they'd also win if it wasn't and they were able to carry out an attack.

I guess it's up to the intelligence services to assess credibility of threats and act accordingly - they're bound to be a bit more twitchy now, even though the likelihood of an imminent attack is probably less now than it was in previous months.
