I guess one thing...

is that where there is uncertainty it is at least better for football if the attacking team gets the benefit of the doubt.

The other thing is that of the goal is to be disallowed it means a poor striker trying to work out if he is onside or not has to effectively watch two lines - one in front of him and one behind - which is a bit of a burden!
Commonsense (I know, this is football!) would suggest that unless the attacking players have reasonable time to be aware whether a player off the pitch is NOT active (he is receiving treatment or been down for some time, for instance) he should be treated as being active. A player surely can't just become inactive in the space of a few seconds.
