they're surely just referring to rule 11.4.1 in the laws of the game - the one about defenders deliberately stepping off the pitch.

I still think this doesn't seem to be covered in teh rules anywhere - which is odd, seeing as you'd think this would happen quite often.

Strange. And I fully admit I was wrong to say it was simple.
