I've often seen 'Whitehall' used interchangeably with complaints about the whole civil service.

(interestingly, in recent years the way that fast streamers are recruited is much more likely to bring in people of diverse backgrounds too).

The whole spad thing is bizarre , in my opinion, and should be banned - it's effectively the nepotism/hothouse system that allows mates of politicians to get their foot in the door (and seems to be the route into politics of choice these days).

Why do these guys need separate 'advisors' when they already have access to people who do know their stuff alongside plenty of fora who can give them deeper views from the ground (for free)?
