Would he be in a position to change his will to make you the executor? I would speak with the hospital to discuss if they can arrange for an emergency will revision and whether they have any advice for your mother's repatriation.

Looking on google "age in spain" may be a good point of contact to discuss your situation. I would also phone your your local adult social care team to explain your situation to see if they can offer immediate support for your mother on her return to the UK.
