well a vaccine is just one measure

17k people still die from flu each year. If we get a vaccine for Covid, but say 30k people still die each year from it anyway, would we drop all restrictions, just because we have a vaccine?

Or do the restrictions continue until deaths from covid are down to single figures? If so, why?
