Well it does state that:

C1 Each Club shall play two League Matches against each other Club each Season, being the Home Club in respect of one such League Match and the Visiting Club in respect of the Other.

It also says three points for a win etc.

Its clear from the rules/articles that the season consists of 38 games and to change that and to move to PPG then the Premier League will need to amend the rules. They can do that with a 14/6 majority. The question then becomes whether there is any way for clubs who are negatively impacted by any such change to challenge it through the Courts.
