The change requires the hiring entity to take a view on the status - is that right?

Would you also give your contractors/consultants employment rights?

After all, either they are an employee or they aren't. Can't really have one view (where the worker loses out) on tax and the precise opposite view (where the worker loses out) on employment rights!
