What is?
People taking the same job as someone sat next to them for decades on end but paying less tax? Yes, absolutely, that's a fiddle and should be stopped.
People being self-employed, moving from contract to contract and having a different social contract around taxes paid, employment rights provided and so on? No, that's not a fiddle.
I was involved in an operation around this stuff once. We did lose three cases at tribunal. However we won the other one thousand, one hundred and thirty odd.
HMRC were, and are, bullies who attempt to tell people they owe tax the law simply does not say they owe. Not complex, loophole law used by arseholes to avoid their due to a civilised society with schools and hospitals and so on. Simple law. These were tribunal cases, not Court of Appeal stuff.
If you want people to pay more tax, change the law so they owe more tax. Don't try to bully them into paying tax the law transparently, on any reasonable reading, says they do not owe.
