bit of a straw man there

of course if we spend money like there is no tomorrow, we could easily end up in serious trouble.

But I'm pretty sure that is not what Jim is suggesting. If we spent the same money as we have done this season on players ready to play in the Championship, who could immediately complement the likes of Maddison, Oliveira, Tettey and Gunn, we would not have been any worse financially. Even if those players were season long loans or older players. Instead we chose to spend it on rebuilding a squad which, according to Webber, won't be ready to really compete until after 3 or 4 transfers windows. Perhaps not an outright admission that we weren't really going for promotion this season, but at least an acknowledgement that it wasn't the primary consideration.

There was clearly another option than spending recklessly or massive overhaul with loads of unproven players, like we have done. Whether or not the results would have been any better is of course debatable, but it's certainly a valid viewpoint imo.
