Depends on where you are. In Germany the coldest month is January so the pitches are more
likely to get frozen. However, it is also just a convenient time to take a month (not two weeks) away from playing games to allow for recovery, adjustments to systems etc.
Same in the Netherlands, and this year they have built in 6 free weekends (or potential game days at least) during the later part of the season, AND made the games between the 27th January and 4th March as a "flexible winter break", which means that if both teams agree, then can proactively choose to move any of their games from the 4 match days in that period to a later moment in the season.
