Well... if you want new investment then...

the current NCFC owners could simply borrow the equity in the value of the stadium and training ground and secure the loan against those assets. That could raise tens of millions of pounds to gamble on players.

That is the first thing new investors would do and there's no reason why the current owners can't do it.... other than they don't want to put the club at risk.
