That isn't the same thing at all

There is no formal process at all for how that council votes.

It's essentially deals done behind closed doors.

If Europe had a parliament, a cabinet and a prime minister most of its problems wouldn't exist.

The destruction of Southern Europe couldn't pass democratically if the peoples of those countries had a vote.

Europe can't change because it won't countenance democracy. It won't change policies that are leading to destruction because creditor countries taxpayers see themselves as victims when the whole running of the eurozone is set up to benefit their countries but without the fiscal transfers needed to keep poorer areas functioning in a single currency.

Out leaving is the best hope for all of Europe to avoid disaster.
