but at least in those countries the tax avoidance is largely on an individual level - with people of all classes working cash in hand - receiving money which is then circulated back into the economy.

In the UK it's the multinationals and big businesses doing most of the tax avoidance. In the short term that's not having a massive impact, because they are employing people and investing in the country to an extent. But long term, it's taking money away from the state and its people and concentrating it in the hands of the few. Which is only going to lead to increased inequality and less money being recycled through the economy.
