You're pretty well spot on imo

You can argue over whether the budget a local council receives from government is enough, but its the local councils who decide how they spend it in their area.

I have to say, one of the best local councils i ever lived under were the liberals in cheltenham in the late 90's.... Brilliant locally- so much so i voted for them locally.
