Yes, I agree with the
academic achievement thing. I've met plenty of people who were outstanding at school and university but never made much of career and are perhaps even a bit thick, yet continue to tell you how high their IQ is and how good they were at school. School and university are merely the foundations on which your career is built.
But the requirement for 2 A levels has been in for years, hasn't it ? I know when I left school in 1990, you needed two A levels (I think pass only) to get any office job, if not a degree.
Since the pass rates and grades of A levels are getting higher every year, once can imagine that either the exams are easier, or the kids are getting brighter on average (academically).
So, as an employer, you still want to be employing the same relative quality as you always did so if the grades are getting higher, why not raise your
