I once saw an interview with Warren Mitchell...

where he had tears in his eyes when he was talking about Alf Garnett and reaction he got in the street from people who thought he was just like Alf, so in a way like I was saying earlier these types of character often play on people's mindset and often exposes them, but it's always hard to tell those who are laughing at the 'joke' or those laughing at the 'character' as you've quite rightly pointed out.
