While setting the goals for results, you then compare them to what the board wants in the big picture (e.g. championship, promotion, etc), then go to them and say "look, we can do this with what we've got" or "this is what I need to achieve what you want and this is what it will cost. If I don't get it, we need to adjust our goals to this."
