you say "if you don't agree specific targets and goals, then it's very much open to ambiguity"

but then say: It is NOT good enough to say, "we expect promotion."

well surely saying "we expect promotion" is setting a specific target and is what you wanted?

anyway, what i mean is that Worthy shouldn't have needed to have it spelt out to him, he would have been perfectly aware of what was expected of him (and what he expected of himself) and also what happens if that level of performance was not achieved.
