spending thousands in salary to someone to re-invent the wheel, except this time without documentation, support, or half the spokes. Only reason to do it ? Cos then you can sit on your arse for 5 years getting massive pay rises and your own office to keep you at the company because the perception is that if you leave the wheel will die in an hour and they will all be dooooooooomed.

How I hate that. And how I have seen that SO many times, especially at companies you thought would know better.

Loot.com for example - similar kind of bloke. He built his own XML parser and wrote their website in LSP (Loot Server Pages) which ran on his self-built engine.
