Couldn't answer the "Why?" question.

It was written before I started. I would guess that the answer, though, is "not-invented-here" syndrome.

The guy who wrote it is a serious serious nerd, and probably no-one stopped him from going off and writing it himself.

Impressive bit of functionality though. Best use of a MySQL database I've ever seen.
