I've done umpiring exams.....

And a decent amount of umpiring at club level. I'd go along with that. The current regs are extremely difficult to monitor. It would be a lot simpler to check for artificial aids than it is at present. Many actions can be deemed to be tampering from as simple as cleaning the ball without asking permission.
