What it is is very much more debatable.

Ball tampering has gone on since the beginning of cricket. It used to be seen as a skill. Which I go along with mostly provided that nothing artificial is used. Personally, I find the use of sweets bad, a fingernail more acceptable. But it's where do you draw the line? What becomes unacceptable? So they've drawn a strict line and said that the only things allowable are polishing provided nothing artificial, removing mud after consulting with the umpire and drying with a towel. Everything else isn't allowed. If that's so, there are thousands and thousands of examples.
