If they don't, then yes - they are culpable and Hair's reputation for bias against Asian teams will hardly be improved.

Rules is rules but I cannot believe that an immediate and damning 'guilty' verdict in the middle of a session is the right way to handle such a situation.

And as pointed out by the Times this morning (although I won't commit myself to an opinion either way) how is Pakistan's breach of any code of conduct that different to Alastair Cook for not 'walking' when replays showed he was out, caught long before his eventual dismissal?
