No, because as already stated.....

players not good enough for Chelsea can still be worth multiple millions. (even 10's of millions)
No player that is not good enough for Norwich is going to be worth very much at all.
But then again we probably pay much less to recruit these players. If 10-20% of these players work out then its been more than worth it.
Some also do command minor fees and loan fees so we don't end up losing too much.
