I'm not sure I agree

It was made pretty clear, pretty quickly that the vast majority of wild transmission could be pinned on indoor gatherings and that people on a beach wre not going to be anywhere near as problematic.

But it made for good media and, as I said, the photographic trickery often made it look far worse.

Pretty sure wrath passim will turn up exactly these thoughts/conversations as it was happening.
