At the time, though, there was a worry that crowds would cause increased transmission.

We didn’t know at the time that there would or wouldn’t be an issue with people meeting in numbers outdoors because it hadn’t happened before. So expressing concern or being cautious about it would be a fairly normal response.

The coverage itself and its nature, that’s just British media standard behaviour.
