Some of the vaccines being trialled

Are showing promise at reducing onward infection by tackling the upper respiratory tract infection and symptoms.

Others are proving good at limiting lung damage and major infection.

There's dozens of candidates taking different approaches and entirely feasible that the vaccines given to healthcare professionals would differ from those given to at risk groups.

Cumulatively, having healthcare professionals not at risk of passing it on , alongside vulnerable people not getting hospitalised would be huge in terms of returning to some kind of normal. Limiting the damage in the meantime,is of course,a balance.
