It's a sporting competition

The rules are determined by the league. If they agree to amend the rules then they are the rules. As long as they comply with the agreed rules what exactly have they done that is illegal? The league wouldn't have to demonstrate that it was perfectly fair, just that it was no more unfair than any alternative that is possible. To have 3 relegated and 3 promoted isn't vaguely challengable as that isn't even a change.
