Well unsuprisingly, that's not quite what I was suggesting

though the Dutch "intelligent lockdown" model, and the Swedish model for example, do both depend on asking people to use their own judgment (based on guidelines and with some limits) more than adhere to a set of strict but crude rules based on somewhat arbitrary distinctions, eg of a specific age. And that is where we'll have to end up too I think - it's impossible to legislate precisely for every person/context/variety of business, and it's unrealistic to think that a government could do that. Some people will not like this.
