in most businesses the number of people 'at the top' are absolutely dwarfed by the number of people 'at the bottom'. So even though those at the top get paid more individually, as a group they generally do not.

In football this is not the case, and so the salaries of the people 'at the bottom' are just a drop in the ocean of the overall budget. The club (like most PL clubs seem to have done) could have just swallowed that cost for a couple of months.

For a community club, using public money to pay for salaries during time of economic crisis, whilst they are barely a footnote to the overall budget, is a poor look.
