it doesn't have to be a flat out sprint with the whole body moving at that speed

it can be a lunge, a leap, a slide tackle, the independent movement of a leg or head (or shoulder). Lots of other scenarios.

A defender stepping up to play offside doesn't have to be running at 35km/h to produce a huge margin for error, only one part of his body which can be used to play the ball has to be moving.
