VAR is using 50fps

in 1/50th of a second the difference between the two players can be up to 40cm. That's how far two players running at 35km/h in different directions will move apart in 1/50th of a second.

Obviously that's an extreme (although possible) example, but differences of 10-15cm will be absolutely common between frames.

It's not accurate for calls of a handful of cms.
