I quite liked PFI

worked on some interesting projects where it was demonstrably good value for money and got stuff done that would have languished on the 'unaffordable' pile for decades.

For balance I worked on some projects where govt were obviously getting shafted but govt didn't care because the people negotiating the deals weren't incentivised to care.

The concept had merit. The implementation was sometimes very poor.
