They have acknowledged however that they did.

As for the punishment, a points deduction would probably have been harsh but the EFL had to be seen to do something (particularly given Bielsa's admission that it wasn't just Derby)...£200k and a reprimand is probably something that all parties feel they can swallow and close the matter.
