Very difficult to quantify though, and in the absence of a rule specifically relating to spying it would in all likelihood lead to the matter being dragged out to the end of the season and beyond...clearly not what the EFL want.

Sense that the EFL, in acknowledgement of the fact that they didn't have a specific rule regarding spying, have sat on the fence with a punishment that all affected parties will swallow so that the matter can be closed without further delay.
