That the existing rules dont really cover it, ie that what Leeds did wasnt unambiguously a contravention of the 'good faith' rule.

Moreover, 'spying' per se isnt being banned, as it's just going to be a 72hr spying-free zone.

So they are being penalised for something that wasnt forbidden and even now is just going to be curtailed, and not banned outright.

Its harsh and I suspect challengeable if they were so minded.
