This is the view that I don't understand
Regulation 3.4 provides that ‘in all matters and transactions relating to the League, each Club shall behave towards each other Club and The League with the utmost good faith.’
Whilst broad, it is perfectly reasonable that spying on other clubs training falls within this regulation.
A points deduction would have been harsh IMO, however a fine and formal reprimand seems perfectly appropriate to me.
