Well...

performance and development does rely on playing in competitive matches/competitions;
My understanding is that the players going out on loan are those who are almost ready for the step up and need some real world games - re: Maddison, Godfrey, Cantwell; or in need of a kick up the bum/this is real world re: Philips.
