I'm sure that is the case to a degree re the teachers and London is a case in point there
as a lot of ambitious, young and very good teachers (including many from the southern hemisphere) are attracted to teach in inner city London schools with very high percentages of kids who start out with English not being their main language and they get outstanding ratings for the work they do. That's if the teachers can afford to live there!
